Official Statement on the 28th Birthday of His Holiness the 11th Panchen Lama

༄༅། །ཀུན་གཟིགས་༸པཎ་ཆེན་སྐུ་ཕྲེང་བཅུ་གཅིག་པ་༸རྗེ་བཙུན་བསྟན་འཛིན་དགེ་འདུན་ཡེ་ཤེས་འཕྲིན་ལས་ཕུན་ཚོགས་དཔལ་བཟང་པོ་མཆོག་དགུང་གྲངས་ ༢༨ ལ་ཕེབས་པའི་སྐུའི་འཁྲུངས་སྐར་དུས་ཆེན་ཉིན་གདན་ས་བཀྲ་ཤིས་ལྷུན་པོའི་བླ་སྤྱི་ལྷན་ཁང་དང། ༸པཎ་ཆེན་ཨེར་ཏེ་ནི་ཞབས་ཞུ་ལས་དོན་ལྟེ་གནས་ཁང་ཐུན་མོང་ནས་སྤེལ་བའི་ཡོངས་ཁྱབ་གསལ་བསྒྲགས།  

Today, on this auspicious 28th birth anniversary of His Holiness the 11th Panchen Lama -- Jetsun Tenzin Gedhun Yeshi Trinley Phuntsok Pal Sangpo -- the monks of Tashi Lhunpo Monastery, acting on behalf of Tibetans and believers everywhere, respectfully and humbly offer innumerable good wishes for his wellbeing, together with prayers for the swift fulfillment of all his wishes.

One of the most pertinent issues plaguing Sino-Tibetan relations today is the presence of His Holiness the 11th Panchen Lama, Gedun Choekyi Nyima. Immediately after His Holiness the 14th Dalai Lama publicly recognized Gedun Choekyi Nyima as the 11th Panchen Lama in May 1995, the Chinese authorities kidnapped the then six-year-old boy, making him the world’s youngest political prisoner. Ever since, the 11th Panchen Lama has remained missing, with the Chinese authorities firmly refuse to provide any information of his whereabouts and wellbeing. As millions of Tibetans long to learn of the 11th Panchen Lama’s welfare and patiently await news of his wellbeing, the Chinese government obstinately refuses to present the world with any proof of his present condition. Their action is an evident of their complete disregard for the Tibetan people’s basic human rights and their religious belief. It is unforgivable.

On the contrary, the Chinese government has stepped up their efforts to publicly parade their own chosen 11st Panchen Lama, Gyaltsen Norbu, replacing the one recognized and appointed by His Holiness the Dalai Lama. They have also increasingly use Gyaltsen Norbu, the “fake Panchen Lama,” as a puppet to further their interests in Tibet. For example, in August 2016, Global Times, a Chinese government-owned media firm published an article detailing how Gyaltsen Norbu has significantly increased his role in religious assemblies as well as other religious and social activities, in order to usurp the influence of His Holiness the Dalai Lama. Using Gyaltsen Norbu to do what they want, the Chinese government has shown their true value about the Tibetan people who are being used in order to benefit their policy in Chinese-occupied Tibet. Tibetans, including Gyaltsen Norbu, are victims of China’s political designs on Tibet. All are being denied of their freedom of life and expression.

The article also revealed clues of the Chinese government’s future intent as they work to build up their fake Panchen Lama’s credibility as a religious figure on a global level. It is in preparation for the time if and when His Holiness the Dalai Lama dies. China must be reminded that the legacy of His Holiness the Dalai Lama and the genuine love and admiration that the people of the world have for him, cannot be wiped away or replaced simply by their attempts to implement their cruel and dirty policies on Tibet and her people.

Furthermore, their action blatantly demonstrates their disrespect and disregard for the centuries old Tibetan religious and historical tradition of the Dalai Lama and the Panchen Lama’s role in recognizing each other’s incarnations, except if it is used for their own political gains. Their action reveals their clever and evil intent. It is clear that their ambition is to use their fake Panchen Lama to recognize the next Dalai Lama. This is a grave and serious concern not only for the Tibetans and also for the truth-loving people of the world. We must make certain that the Tibetan’s religious tradition and custom should never be used by brute force to further China’s political ambitions.

Let us be reminded that the 11th Panchen Lama, his parents and the Venerable Chadrel Rinpoche, the abbot of the Tashi Lhunpo Monastery and head of the search committee for His Holiness the 11th Panchen Lama, have all been under Chinese custody since their capture in 1995. Their whereabouts as well as their welfare have not been known for 22 long years. It is a matter of grave concern that, we the people of the world are being kept in the dark about their wellbeing, let alone not knowing whether they are alive or not. For Tibetans everywhere who long for any news of their wellbeing and for the proof of their existence; the days, weeks, months and years have stretched out into decades as we wait in earnest to be united with our precious His Holiness the 11th Panchen Lama, his parents and the Venerable Chadrel Rinpoche.

We beseech you, the freedom-loving people, government and non-governmental organizations around the world to work together with us, the Tibetan people and with great diligence to press the Chinese government to immediately release the 11th Panchen Lama, his parents, the Venerable Chadrel Rinpoche and other Tibetan political prisoners. We ask you to help us push for a change of the Chinese government’s policy to respect the basic human rights of the Tibetan people. We plea with you to make certain that the Chinese government put an immediate end to their continued oppression of the Tibetan people and their misuse of Tibetan resources that have led to hundreds of self immolations of innocent Tibetans in Tibet.

Finally, we pray for the fulfillment of all the auspicious wishes and commitments of His Holiness the 14th Dalai Lama. We also pray for the fulfillment of His Holiness the 10th Panchen Lama’s wish for a revival and flourishing of Buddhist religious tradition in Tibet. We pray that His Holiness the Dalai Lama and His Holiness the 10th Panchen Lama’s vision for an effective resolution to the Tibetan issue through the Middle Way Approach.
